In the United States, electrical insulating mats are a legally mandated item under OSHA. 29 CFR 1910.137 explicitly names ASTM D178 as the national consensus standard deemed to be in compliance with OSHA’s performance requirements for rubber insulating matting. 29 CFR 1910.335(a)(1)(i) requires the use of insulating equipment including mats to protect workers from electrical shock hazards. 29 CFR 1926.97 applies the same requirements to construction operations.
