In India, the governing standard for electrical safety matting is IS 15652:2006, developed and maintained by the Bureau of Indian Standards. From January 2024, a Quality Control Order issued by the Department for Promotion of Industry and Internal Trade made BIS certification mandatory for all insulating mats manufactured or sold in India. This means any mat without a valid ISI mark and BIS licence number is non-compliant under Indian law, regardless of its country of origin or how it is labelled. State Electrical Inspectorates enforce IS 15652 compliance at the facility level during mandatory periodic audits of HT-connected industrial and commercial installations under the Central Electricity Authority Regulations 2010. Frequently Asked Questions
What changed when IS 15652 replaced IS 5424 for electrical insulating mats in India?
IS 5424 was the older standard for electrical rubber mats in India. IS 15652:2006 introduced significantly more rigorous requirements, including type testing for dielectric strength, leakage current, tensile strength, elongation, acid and alkali resistance, flame retardance and ageing properties, none of which were comprehensively covered under IS 5424.
What is the BIS Quality Control Order for IS 15652, and what does it mean for buyers?
From January 2024, the Department for Promotion of Industry and Internal Trade issued a Quality Control Order making BIS certification mandatory for all insulating mats manufactured or imported into India. In practice, this means no supplier ( domestic or foreign) can legally sell electrical insulating mats in India without a valid BIS licence and ISI mark on the product.
Is an IS 15652 electrical mat the same as a regular rubber floor mat or anti-fatigue mat?
No. A standard rubber floor mat or anti-fatigue mat is not designed or tested for electrical insulation. It may look similar but provides no guaranteed protection against electrical shock because it has not been tested for dielectric strength, leakage current or the other parameters in IS 15652:2006
